An Indian Small Business Economic Enterprise (ISBEE) is an Indian Economic Enterprise (IEE) that also qualifies as a small business under SBA size standards. Federal contracting officers must give priority to ISBEEs for all purchases, regardless of dollar value, through set-aside or sole-source awards.
The Buy Indian Act is a statutory preference authority requiring covered agencies to use Buy Indian procurement “whenever practicable.” Within DOI Indian Affairs (BIA and BIE), this means ISBEE consideration comes first—and departing from this preference requires a formal written deviation.

Tessa L. Pieper founded Sovereign Contracts Group on a deeply held belief: that federal agencies serving Native communities deserve products and services that reflect the highest standards of quality—delivered by a Native-owned enterprise with real roots in the communities being served.
With more than a decade of experience at the intersection of tribal governance, federal programs, and community service, Tessa brings firsthand knowledge of the agencies SCG serves. She spent five years as a Billing Specialist at the Menominee Tribal Clinic, gaining direct experience with IHS operations and federal compliance requirements. She later managed the tribe’s $2.5M Emergency Rental Assistance Program and a $1M Homeowners Assistance Fund, overseeing quarterly and annual federal reporting to the Department of the Treasury.
Most recently, Tessa served as Building Coordinator and Manager for Menominee Tribal Facilities, overseeing a $2.3M budget across 51+ tribal buildings—managing vendor relationships, procurement, and operations at the kind of scale that translates directly to federal contracting.
As a certified ISBEE, we qualify for set-aside and sole-source federal contracts under the Buy Indian Act—the most structurally advantaged procurement channel for agencies like BIA, BIE, and IHS.
